Пандемия COVID-19 привлекла внимание к зависимости США от важнейших цепочек поставок фармацевтических препаратов, которые опираются на производство, базирующееся в Китае и Индии. Роль Китая как основного поставщика активной фармацевтической субстанции – АФС (active pharmaceutical ingredient) для производителей дженериков в мире, указывает и на зависимость США от китайских АФС через рынки третьих стран.
В статье анализируются основные факторы, подтолкнувшие реструктуризацию цепочек поставок, а также уже наметившиеся подходы в решении данной проблемы.
За последние несколько десятилетий многие компании перенесли фармацевтическое производство готовых доз и АФС за рубеж, что было обусловлено, прежде всего, возможностями снизить производственные затраты и получить доступ к растущим рынкам.
Исходно важную роль здесь сыграл принятый в 1984 г. закон «О ценовой конкуренции на лекарства и восстановлении срока действия патента». Этот закон открыл рынок для дженериков, на которые в настоящее время приходится 90% отпускаемых по рецепту в США лекарств, но при этом их продажи составляют менее 25% расходов, реализуемых по рецепту препаратов.
Однако существует скрытый риск полагаться на сложные глобальные цепочки поставок, которые зависят от иностранных партнёров. Пандемия COVID-19 превратила эти скрытые риски в реальные сбои, и США пришлось сдерживать пандемию с ограниченными внутренними запасами лекарственных препаратов.
Трудности, пережитые в 2020 г., заставили США искать варианты реструктуризации цепочки поставок и, таким образом, добиваться ослабления зависимости.
