- Abstract
Biden’s social agenda being under pandemic stress is designed to protect the security of the households facing new challenges, with focus on the economic recovery, working families, as well as expanding welfare programs; strengthening federal budget non defense expenditures. Needy families are of special attention. Twenty-five years after the Personal responsibility and work opportunity reconciliation act was passed by Congress the main program for Temporary Assistance for Needy Families with children is providing with cash assistance less than one of every four families in poverty. Though large amounts of cash assistance for pandemic struggle have taken place, low-income households are facing challenges while paying their bills for basic needs. Strategic vision of social problems by Biden’s administration demonstrates expanding the state role in social security, plans for modernization existing programs financed from the federal budget; managing new risks for American households.
