Abstract

The article explores the features of the digital transformation of the US public administration system, one of the first countries to embark on the path of digitalization at the beginning of the 21st century. The author analyzes the prerequisites, goal-setting, the main stages and regularities of this process, as well as the possibilities of using modern technologies in implementing socio-economic regulation measures to achieve the greatest synergistic effect.

These measures are considered in the article in the context of crisis situations for the US economy: in 2008-2009 and in the situation of the current coronacrisis. The author concludes that it is the urgent need to respond to economic instability, to implement rapid, effective and integrated employment and social support policies, and in the recent crisis and in the health sector, that has increased the use of digital technologies as the basis of government regulation. The coronacrisis clearly showed that states that had at its beginning developments in this area received additional technological opportunities to provide assistance to citizens and businesses so demanded in these conditions.

The focus of the author's attention is the contradiction between the economic basis for the implementation of the concept of "government as a platform" in the United States and the "social" nature of the public goods produced. State "digitalization", which allows achieving the maximum addressing of social support, does not at the same time ensure transparency in the spending of public funds.

The author believes that confirming the success of the strategy to create a state platform in the United States will accelerate the implementation of American public sector digitalization standards in other countries. In this logic, the loss of US global information leadership status could reverse this process. At the same time, the path taken by the United States is certainly determined by the national characteristics of its public administration system and cannot act as a ready-made recipe for other countries. However, the fact that the "digital government" standards developed in the United States are exported and successfully implemented in other countries indicates the practical importance of their study and reflection.
