Abstract

The article reveals the current state and main trends of university-industry partnership in the USA. It is stressed that in the conditions of new socio-economic challenges, combining joint efforts of universities and private companies with the government support becomes one of the most important components of an effective national innovation system.

In recent years, new forms and models of interaction have emerged, taking into account the trend towards a gradual increase in the complexity of linkages, the different types of which have different development goals, dimensions and institutional arrangements.

American universities need for permanent government support in the R&D area. Federal funding complements and encourages rather than replaces private sector support. Its increase could lead to more private innovation, faster economic growth and new job creation.

While most public support tools and mechanisms for partnerships are developed and implemented at the federal level, regional and local measures play an important role. Some regional innovation policies have shown to have even greater impact on cooperative development, such as in regional clusters. An increasing number of states are now intensifying the development of measures directly affecting R&D development.

The expert community and representatives of the authorities face questions of the effectiveness of existing measures of science and technology policy, their ability to provide the necessary assistance to the development of cooperation in the scientific and innovation area to ensure the competitive advantages of the country in the world. It is shown that among the new public initiatives developed by the current D. Trump’s administration, which can have significant potential in developing priority areas of scientific research and emphasizes the growing importance of combining the efforts of the federal government, universities and business, is the American Artificial Intelligence Initiative.
